Why is there other legendarys in the game ,but you can't catch them?

The only legendaries you can currently catch are Mew, Celebi, and Jirachi. This is most likely because most legendaries are insanely overpowered and it would be unfair for one person to have them all and another to not. This is a MMO and it would be unfair for veteran players to have 20 legendaries and for a noobs to have none.

 

This is a very fair thing the staff has done and will probably never be changed, we are lucky to be able to catch 3.

And to quote an admin, if everybody owns them, they wouldnt be that much "legendary". But I believe the real reason is the power balance, as mentionned by demmyale.

I would also like to add that PRO will never be exactly like the standard handheld games. There are certain aspects of the handhelds that simply wouldn't hold up well within an MMO with an economy and an actively multiplayer element. The game needs to stay balanced.

 

As already mentioned, certain legendaries such as Mew, Celebi, and Jirachi are catchable via quests, but you'll need to work hard and fulfill the appropriate requirements in order to complete the quests and obtain them. Nothing will be handed out for free.
