When you get to the Mt Silver summit you face Red,the boss.

I recommend you get all your Pokemon to level 100 so you can beat him. Good luck!

Nope, you don't need to defeat Red to fight Raikou. Red is an optional boss which unlocks a Trainers Valley, so there is no need to beat him.
