As for the answer - at the moment, only Pokemon #1-260 in the National Pokedex have their movesets fully updated to Generation 6. Sylveon is #700, so you'll have to wait until more Pokemon have their movesets updated, or until more Fairy-type TMs / move tutors are introduced into the game. We can't give you an ETA on either of those updates, unfortunately.

 

In the meantime, you can try to obtain a Sylveon with its Hidden Ability and teach it Hyper Voice from the Move Tutor (check here for its location). You can also suggest adding a Move Tutor of your choice into the game on this thread, although please note that you're only allowed one suggestion post per account on that thread.
