I teached my pikachu(starter) surf right now, and when i try to use it outside of battle, nothing happens. I already got the Soul Badge.

Did you use surf before? For using surf, you need to go near water spot and talk, it will auto using surf for you.

No i never used surf before. And to use surf i need to talk with what? I think it was only clicking on pikachu and then clicking on surf...

Talk/interaction with near water, and it will have table ask you want using surf or not.
