I heard some people saying that evolving makes pokemon harder to level up and it makes it not worth it to evolve until around 85. I'm all about efficienty and wondering if evolving my Charmander was hurting my progress ( Currently have level 21 Charmeleon , level 20 Budew and level 20 Pikachu ) . Thanks for the help

Pokemon level up faster when they aren't fully evolved for example at the highest level place to level a pokemon with membership+exp boost:

A level 55 Charmander would get 2 levels off of a single kill

A level 55 Charmeleon would get 1 level off of a single kill

A level 55 Charizard would get .50-.70% off of a single kill

 

It doesn't hurt your progression to level pokemon as soon as possible, but its recommended you wait awhile.

I can confirm that when pokemon evolve it will get stronger, however the drawback is need more exp for level up rather than the early stage.

It's true evolved forms need way more exp to level up, so you shouldn't evolve your pokemon unless you can't progress any further and need more powerful evolutions. But, since you mentioned Charmander, I solo'ed Kanto on my alt account with Charmander (without membership) and he was level 95 after the last gym.
