create a patcher so that people don't have to come to the forums to download a new client every time the game client updates

230024 There was a patcher in the past, proved to be more data-consuming and hard on the servers (if i remember correctly), which resulted with its removal. So i highly doubt we'll see a patcher without server stability is near perfect.
