so i dont know if its just me but ive been trying to get through lilycove and the 2 women that are at the exit to mossdeep will not move and i have beaten mt pyre jagged pass and lilycove sites

In Aqua Hideout, after defeating Aqua Admin Shelly, the dialogue states you have to find the other Aqua Admin. Have you done that?

 

EDIT: as the player below said, there's also a Magma Admin in the hideout.

You have to go downstairs towards like the pool area once you beat both the aqua and magma leader. There will be a person at the front of the pool area and you can talk to him, then you can proceed to the next step in the quest

Just to clarify, there is more than one admin you'll need to battle at the Lilycove base - you won't be able to move onto Mossdeep until you have defeated all of them.

 

Have you gone past the area with the teleporters yet? And were you automatically moved back to the Lilycove Pokemon Center after speaking to Magma Admin Tabitha?
