No it doesn't. Not out of combat anyway. If you want to travel from region to region you can use the train to go from Saffron to Goldenrod. You can use the subway in the pokecenters to go from city to city within the region. And if you want to travel to Hoenn you can travel by the ship at the docks in Vermillion City, Olivine City, and Lilicove. Hope this helps! :y:

EDIT: Forgot to mention that in order to gain access to the train/subway you have to complete a quest by talking to the man inside the train station in Saffron City. He will tell you what you need to do in order to gain access to the subways etc in the pokecenters.
