Held item by Rhydon in Cerulean Cave or u can trade it for Artefact pieces in historical site.

 

Thats the only 2 options i know, there might be others.

Hi, you can unearth Protectors from certain dig spots. You can also find wild Rhydons at Cerulean Cave holding them on occasion. Finally, there's a chance to obtain it by completing the Celadon Daily Quest, as a prize from the "evolution items" reward bracket.
