I have done the hideout and talked to the police guy but i can't progress through the game since team rocket won't leave. Help me

Hi there, did you get eevee and also talk again with the police (who gave you the quest). After that you will need to beat the gym 4th before polices (who block at bike road) leave. Any picture will help us to more clear your case. Hope it can help you.
