You have to place your character above the twinkle in the diving spot and it will come up with a popup, you do not need to click on your pokemon and press the dive move.

Adding on to what's already been said, you'll also need 150+ happiness on your Pokemon to use Dive outside battle, so be sure to double check you're meeting that requirement.
