Is there some reason for every Abra are talking the same phrase in Johto? And also is there a reason to a lot of them?

 

Abra:

A wise person once said: To be the best, you have to beat the best

Become a champion!

I think you need to become champion on johto to unlock its feature. They will teleport you pass a route by paying 1.5K(if im not wrong), but you need poke with move teleport in team.

i think its alternative for subway before you finish it, subway also cost 2.5K inside region, 5K to other region

You need to pay to use the Abras for the same reason you need to pay to use the subways - using a quick-travel system is a luxury in the game, not something that's handed out for free. Players aren't required to make use of the Abra route-teleporters, they're just there for the sake of convenience and moving around the map more quickly. Thus, you'll need to decide whether you value saving time or money more.
