In Seafoam BF4 they appear frequently surfing on the water. Or well, a lot of Horseas with a level near to its evolution (34-37).

 

However, what is your goal? Dragon Scales? Obtaining a good Kingdra? Or what?

They tend to spwan in Seafoam BF4 more than other places as far as I've seen

The best place in order to obtain Dragon Scale it would be Seafoam BF4, Horseas and Seadras (Dragons Den Seadras & Horseas don't drop Dragon Scales nowadays).

 

I think Razor Fangs were deleted, because they were bugged (when you tried to evolve Gligar, the animation stops and the Razor Fang disappears). I remember you could obtain them at Dragons Den B1F, but now, Gligars drop Toxic Orbs.
