It's better to evolve all Pokemon at later levels, I recommend evolving it at around level 96/97 and using rare candies for the rest. This is because Pokemon at stage 1 level up faster than Pokemon at stage 2. Same thing applies to stage 3.

Generally the rule that applies for ALL pokemons is the ALAP rule (as late as possible). Some pokemons are easy to be trained even until 100 lvl without the need to use candies. A good example is vulpix.
