I accidentally talked to brock at pewter , bout' the doctor quest but i refused coz im about to log-out and dont want to leave a quest open. But when i logged back in, Hes gone. Can i still acquire the quest?

Seriously now, if you refuse him, he'll disappear for a couple of days. Just go back at the same spot in the near future, and you can restart it.
