Well seeing it can be held by a Pokemon for both PVE and PVP, definitely.

Though you'll probably should check the current PVP rules if you CAN use it in the current state of meta of the game. You'll find it probably in the Guide or PVP Board.

Since it's an item like every other you should be able to use it by dragging it to one of your Pokemons. You should also be able to use it without any problem unless it's PvP banned.
