Currently you can't queue up for a battle with lower than lv 100 pokes. My suggestion is you make it possible and introduce a window each time you queue saying that you have at least one pokemon lower than lv 100 and will most probably lose the battle like this, then asking you if you want to continue. It has been a valid strategy since gen 3 (sash endeavor QA Rattata) and there is no reason to not be implemented in the metagame. Especially since it is weakened by the lack of substitute.

 

A different way to implement this to stop non-pvp ready teams queueing for PvP is to make an NPC marking your non lv 100 poke as viable to queue.

I don't think its too bad of an idea to have a message that says "You can't pvp because (x) reason". The reason being the lack of lvl 100 pokes in the party. But I guess its just easier letting people realize themselves that 99% of players in pvp run full 100 teams. :y:

Actually oppening the pvp ladder to anyone could be a viable strategy.

The actual ladder would remain unchanged, but it would be at the top of the new global ladder (because a full lvl 100 team has greater chances to win against a lower lvl team)

And this will let the non-lvl 100 team try pvp and discover maybe (for newbies) what does the strategy pokemon world look like.

I think a feature that goes allong with this idea is a start in the ladder that depends on the lvl of your team: when you launch your first pvp queue the system pre-rank you depending on the lvl of your team and on the lvl repartition in the ladder...
