The dialogue basically said that they had to go to their boss who is located in some office in 20 minutes and then disappear. Their boss police in the celedon city (go left from lavender town and then go underground to go through celedon city). Then you will find the police somewhere in bottom of city at the casino side. It is the quest Celedon Rocket Hideo. These NPC added for more hint to new players (who has not go through story yet), for old players (it will not impacted anything). The underground in the house is the way to go celedon city. The NPC (Sergeant Rick) for accept quest at the bottom around outside casino. The casino is the place inside for do quest.
