Is it true that I cannot have a pokemon from region which i didn't visit? I mean, I am still in Kanto, can I evolve Seadra into Kingdra here?

 

And second question, where can I find Horsea/Seadra holding dragon scale? I am in Seafoam BF4 but in table with pokemon from this area there isn't "holding item symbol" on Horsea and Seadra. It is on Jinx for exmpl but not on Seadra/Horsea...

You can still evolve your Seadra into a Kingdra even though you are in Kanto.

 

Horsea and Seadra should still be able to hold Dragon Scales in Seafoam BF4. Not sure if its a graphical bug, or if they actually removed it (doubt they removed it).

Always an option to buy in trade obviously, goes for around 10-15k so not too bad ^^

I made a mistake, I wanted to write I'm on Seafoam BF4 :P

I hope it's only bug and there is a dragon scale, I keep trying :D
