Hi You can still evolve your Seadra into a Kingdra even though you are in Kanto. Horsea and Seadra should still be able to hold Dragon Scales in Seafoam BF4. Not sure if its a graphical bug, or if they actually removed it (doubt they removed it). Always an option to buy in trade obviously, goes for around 10-15k so not too bad ^^
