Nope, Need the 8 badges from a region to use other regions pkmn there and to use that regions pkmn elsewhere

Kanto is Kanto pkmn only, till you've cleared other regions

Johto is Johto pkmn only, till 8 badges, then can use Kanto pkmn there and Johto pkmn in kanto

Hoenn is same, but after 8 badges can use Hoenn pkmn in Johto and Kanto and visa versa
