but there are first gen pkmn near start of Johto to rebuild a team, but I cant remember Hoenn spawns, youd probably have to do the first couple of gyms with mixed gen teams till you get enough first gen for a decent team

Have you unzipped the data folder and the exe out of the file and to the same location without using WinRAR ?
