I found Bambang at Jagged pass. Took me forever to look and had to make 2 passes around hoenn before finding him.

 

Immediately found 9th friend michelle at lilycove deparment store rooftop

I found Charlie at the route north of the desert on the south sided rocky area and Ketoprak on Mt. Pyre on the right side near the tombstones.

I finally found 5th friend here

cant find charlie on route 111 South house 1, only his family were there

2 hours of going here and there ... for a "LV20 Tropius" !!! why this quest exist !
