I encountered a mirror match in which me and my opponent both used Gengar. My gengar has a timid nature with 31 speed and full investment into its speed evs and yet, he managed to outspeed me. How is that possible?

what lvl of ur gengar and the gengar of ur opponent?

His gengar was probably max speed also in which case a toss of a coin was used to see who goes first and you just happened to be the unlucky one.

it's a 50% chance if both pokemon speed tie. I assume his gengar was max speed too and he was the lucky one

Nope, quick claw isn't coded yet. And even if it's working, it will not guarantee you to get priority (you only have 20% chance of attacking first).
