Idk why, but Parasect can't relearn Growth, Spore, or Giga Drain from any of the Move Relearners/Buffets in Kanto (Haven't checked in other regions but I doubt it makes a difference).

 

Yes it's over level 44

Yes I have the correct amount of money

Yes Parasect learns those moves

Yes I tried relogging

Yes I tried multiple different Parasects

No it doesn't already know the moves

No it doesn't already know the moves

To learn Spore you first need to teach Parasect Stun Spore.

The other two I'm not sure about. Try teaching your Parasect different moves until one pops up in the move relearner.
