Looks like it bugged. I can't do anything myself but I honestly doubt a GM could give you the "medal" either.

Do not wait for this, it will not happen because they probably CAN'T (and not WON'T) do this.

 

If you managed to win once, you will win again the next time though, not a big issue.

That means you haven't beat her Steelix.

From what I see, you're only experiencing a visual bug caused by entry hazards such as stealth rock. That's why all of Jasmine's pokeballs are faded.

Solution: Beat her Steelix and you should be able to progress.
