No, it isnt a bug (or atleast I don't think so).

 

Lance isnt a "real boss", his only purpose is to unlock Cerulean Cave access. He's not giving any reward beside.

 

So, yeah, it isnt like a boss and the "???" levels are pretty common on PRO.
