Personally, i'll run only 140 speed EV on your Golurk since it's already enough to outspeed Impish/Careful Skarmory with 31 speed IV and other uninvested base 70 and below such as Clefable or Tyranitar.

 

Max attack is obvious and the rest can be dumped into HP to increase its bulk.
