I need some help with this. I'm in Johto now and i beat de 3º GYM now. But i'm with more difficult here than i had in Kanto. My Pokémon in this map are in my signature and the level of them are:

 

Flaaffy - 20

Raticate - 19

Butterfree - 20

Krabby - 21

Quilava - 25

Machop - 31

 

My Flaaffy, Butterfree and Quilava I evolved in the right level, and my Raticate I captured. The best way to i get more level is not evolve them and wait them get a better level to evolve? Some places don't give me a good EXP for some os my Pokémon.

You can try using good rod for get pokemon higher level. Hope it can help.

I passed the Good Rod in Kanto =/, I forgot to get this before I start Johto and now I just have the Old Rod =(

I will recommand you focus training Machop to lv 38 for gym 3 (Normal type) and find some psychic pokemon to lv 48 for gym 4. After that, you can go on and can go to the story which can using surf (which is better for trainning level).

I'm trying to capture now a Nidoran M and a Abra (I have a Drowzee level 13 i guess). But to reach level 48 with a Abra or my Drowzee i should hold the evolution to get level fast? In game someone (I forget his name) told me that i evolved early my Pokémon and because of this is hard to get more EXP

Yes, I recommend you don't evolved pokemon so soon because when you evolution pokemon, it will need more exp to level up. About the level, it only I suggestion for solo and surely beat gym. So the level can be adjust ^^.

I will stop to evolve my Pokémon early. Only one more question, i look here but i didn't find a post with the best locations to do the level grind in Johto, you know some post that explains better this?
