It's unreachable without Waterfall working outside battle, as you need to Surf to reach the item.

 

There is a path to go up the waterfall, behind the weather institute nearby, but the water area is blocked by two trees, preventing you from Surfing there.

 

So we now must wait until they enable Waterfall to be usable outside battle.

 

 

 

 

Really, I wonder who has the bright idea to put item there when the means to access it is not yet implemented and there's no ETA for it :Crazy:

waterfall is the only option, I've been everywhere in hoenn to find a way to reach that pokeball :Nervous:
