Mine does the same at times, but only normally a couple of seconds, not as major as he's explained. I guess you could check to see if your computer is running low on resources (CPU/Memory), or lower the resolution on the game if that's an option for you. It may make the game look worse, but performance will increase if you're on a machine that isn't to-spec with the game. Regardless, good luck sorting the issue!
