He did say that the staff can't do anything about this issue. I'm sorry for your Sneasel if you can't evolve it. I can only recommend, in the future, that you evolve your pokémon a level or 2 before level 100 to make sure if something goes wrong, you have another chance. Again, I apologise for your Sneasel, good luck if you try and make another Weavile.

That would make sense. Mine does the same at times, but only normally a couple of seconds, not as major as he's explained. I guess you could check to see if your computer is running low on resources (CPU/Memory), or lower the resolution on the game if that's an option for you. It may make the game look worse, but performance will increase if you're on a machine that isn't to-spec with the game. Regardless, good luck sorting the issue! Keep us updated incase anyone in the future comes by with the same issue and you have a resolve for it.
