I'm making a Modest-Swift swim kingdra with another pokemon setting up the rain (for swift swim). However, i can't decide the moveset i should use. I was thinking about Surf(stab water), Dragon Pulse (stab dragon), Ice beam and X.

 

What would be a good moveset for both pve/pvp?

Consider scald and hydro pump and drop surf. Hydro pump is an incredibly strong special water attack that would get a bonus from stab, as well as being in the rain so it would hit like 5 trucks. I suggest scald because people like to switch, and so if you think they are switching you can scald to get a chance at burning whatever is coming in next.

My problem with Hydro pump instead of Surf is accuracy... that single miss that can get your kingdra killed. Trading Surf for Scald seems good tho. But what about the 4th move?

You can run both Hydro pump and Surf/Scald. Since Kingdra has a very shallow movepool, you can afford to use both of them, especially Hydro pump when you'll need brute force (no pun intended) to transform 2hko into 1hko on more bulky pokemon such as Machamp. If you're really unlucky with accurracy, you may consider Rain dance so Kingdra will be able to set up its own rain in case of Politoed's death
