I've been trying to login to the latest version of PRO ( v90_0) and been having some difficulties. I realize that currently the server is full, but instead of saying "server full" when I press login in the game, I press login and it freezes for a few seconds, then says "can't connect to the server." Is this supposed to happen when the server is full? (I am running Windows 7, if that matters)

Yes. When the server is full, you receive the same "can't connect to the server" message that you do when the server is down for maintenance or if it has crashed.
