Requirement for subway b/t kanto and johto?

Hi guys,

 

I cant seem to travel between Kanto and Johto using subway while many seem to be able to do so.

 

I'm wondering if there is a specific requirement needed for completion to open up this function?

 

To clarify, its traveling between the two regions, not within each region.

The only way to fast travel from Kanto to Johto is via the Saffron-Goldenrod train

 

... Well, you can also take the boat from Vermilion/Olivine to Lilycove and, then, take another one to the other city, but that will cost double due to the stopover in Hoenn, so it's better to take the sub' from Olivine to Goldenrod for the train. xD
