Brock never wants rebattle?

Hi PRO players,

As you already know, after you beat brock, you can rebattle him in diglett cave. So i just beated hoenn e4, and got a full team of lvl 100, but he still doesnt want a rematch?

Does someone know the requirements for the rebattle?

You need 150 hours of playtime in addition to at least 1 level 100 Pokemon.
