Well. Salamence is a sweeper. A fast sweeper most times, so you want to outspeed other pokes. So that's why you put 252 EV's in the SPD. So you can outspeed a majority of pokes and other sweepers.

IV atk 15 and speed 30 its not the best stats but it worth to ev train him ?
