Ghost using curse bug

I was playing pvp and a guy was using a Dusknoir, he used curse and it would lose half of it's current hp instead of max hp.

 

so he could use curse at 1/4 hp and go down to 1/8 hp then pain split the next turn.

It doesn't look like a bug.

Dusknoir is a ghost type pokemon

Curse is a unique move that works differently for Ghost-type Pokémon than other Pokémon.

 

Ghost-type Pokémon use 50% of their maximum HP to place a curse on the target. The cursed Pokémon loses 25% of their maximum HP every turn. If the user has less than 50% HP remaining, they will faint but the curse still takes effect.

 

For all other Pokémon, Curse raises the user's Attack and Defense by one stage each and lowers Speed by one stage. Stats can be raised to a maximum of +6 stages each, or lowered to a minimum of -6 stages each.

I think he's aware of that. The problem he has is the when the opponent ghost uses curse below half HP, he didn't not faint, instead lose only 1/2 of the CURRENT HP instead of MAX HP. And this is definitely a bug, curse should faint the ghost if he's below half HP when using it.
