Did you clear the fighting dojo? You must clear it before you fight the boss Koichi with the red name.

From your screenshot, I see that there are still 2 pokeballs in Koichi's tables. That means you either haven't beat Koichi, or you already beat him but haven't chose one of the pokeballs on the tables.

i have beaten him cause at 1st i thought that was the boss and i just havent picked one of the pokemon yet..
