So Ive looked around and can't seem to find any info on this, I found the move tutor for hypnosis but my haunter can't learn it, shouldn't haunter be able to learn it, since its a lvl 1 move? Or am I just missing something? Lol.

Go to the Move Relearner NPC, there you can learn it back.

I got mine through leveling tho*
