Hello sarkis! This is a common issue, as its happened to many others as well. Make sure you're completing all the steps for celebi quest seen here.

 

Make sure you have all the requirements, and you'll be looking at part 2 of the guide! Read is carefully and if you need any help quote me! Hope it helps!
