Not quite sure what "pelea" is but you have to battle the three legendary dogs before Ho-oh, for further infos you can check carlho's detailed guide :)

Hello aluhellsing, make sure to follow the guide MecanoJilano posted (https://pokemonrevolution.net/forum/viewtopic.php?f=16&t=54925&p=313026#p313026) and you will be able to do the Celebi quest and get your own Celebi :)
