Hey there!

1. Yes light ball is coded!

2. It doubles the holders attack and special attack. So that is a times 2 increase for those two stats!

Hello aienma, like the other users said, Lightball is indeed coded, and as you can see in its Bulbapedia page:

Effect: Doubles both the Attack and Special Attack of Pikachu.

For future cases if you want to know if a move/ability/item is coded check it in the PvP rules thread, if the move isnt listed there means its coded.
