You need to meet with the following requirements in order to find those 3 NPCs: Beat Johto E4 Complete the Ruines of Alph quest Talk with the scientist in Ecruteak City (in the new tower in the middle of the city) Once you complete this requirements you should be able to find the 3 dogs NPC in: Entei : Johto Safari (Mountain Zone) [With a poke can do rock smash] Raikou : Top of the Mt. Silver (3F) Suicune : Tohjo Fall Hope this was able to help. Quote me in this post in order to find further solutions to this issue.
