Hey buddy, the Vulcan Event has been over for sometime so you cannot go to that map anymore. However, the Xmas event is pretty rad if you haven't checked it out already :)

Hello hellsing177, unfortunatly, like Sugarred9 said, the Summer event (which would give access to the Vulcan Island) finish already. At the current time being the current event is the Christmas Event, which you can start in Viridian City.
