I also saw that I need a certain ammount of playtime hours in Hoenn. The problem is that the NPC is bugged, and I'm pretty sure I have enough Hoenn play hours, but Birch tells me I have 0 hours here. As soon as you speak to him, any additional game hours will add to the Hoenn hours, regardless of the region you play in.
