When using a rare candy on my Lampent (lvl 99) to make him a Chandelure (lvl 100). I did not get the prompt to evolve him. I can't use another rare candy to evolve him because is is now lvl 100. See link for poke id: https://prntscr.com/e1abe4. Can I please get him set back a level?

The pokemon Lampent evolves to Chandelure with a Dusk Stone. You should be able to use a dusk stone and the pokemon should evolve. I hope this helps, and good luck in game!

Shaui provided the answer to your case, but here's an answer to all the "can you unlevel my poké?" questions:

 

They can't/won't. Always make sure to meet all the requirements/evolve/have the right moveset before lvling up to 100/evolving ;)

Can you devolve my Pokémon to a lower level or stage?

We will not devolve nor unlevel your Pokémon. Think carefully when leveling, evolving or changing the moveset of your Pokémon!
