I picked up item tm 13 and taught it to my Vaporeon found in (seafoam b2). Server went offline. I came back and Vaporeon didnt learn Icebeam tm 13. Can't find item in spot I picked it up on the map. Also not in bag.

Unfortunately, the issue that you encountered is what we refer to as rollback. Items and Pokemon don't "save" at the same time, so players occasionally lose items. For example, the game "remembers" that you found the item and used it, but it doesn't remember that your Pokemon ever learned the move. We're currently working on server stability to make sure cases like this don't happen as often in the future, but there isn't anything that we can do for you at the moment. Sorry :(
