Hello Lufergamerbr, I am sorry for the inconvenience of that experience, to be able to leave Cerulean City you need to get the SS Ann ticket first, to which you can get it from Bill, in his house in the route on north of Cerulean. After you talk to him, he will ask you to find his book, what is on his bed (in the pillow part) as an hidden item, interact with that part then talk to Bill again and you should be able to complete Cerulean part of the story.
