I have recently beaten Red at the top of Mt. Silver. I have heard about a place called Trainer Valley which i cant get to via the train so what do i do next that allows me to proceed in the storyline?

You don't need to access Trainer Valley to proceed further into the story, TV is an offquest map. There is a boss there, some pokemon spawns, tm sellers, but other than that nothing important.

 

Side note:

 

I don't know if it's just me, but I can access the train. I didn't do the quest to unlock it however.

Hey there CraigMck!

I'm sorry to hear about this inconvenience. In order to proceed to go to Trainers Valley you will need to complete the Subway Quest and have caught 120 Kanto Pokemon and have evolved 40 Pokemon in addition to defeating Red at the top of Mt. Silver. Also if you have not explored Hoenn yet, you could train a Ratatta to level 80 and challenge the Youngster Joey boss at the Indigo Plateau in order to start the Hoenn story-line. The Quest Walkthrough sub-forum also has guides for a lot of different quests you can try as well. That being said, I'll now be locking the thread and I wish you good luck in your adventure! :)
